Restore Illinois Mitigation Plan

On Friday, January 15, 2021 Governor Pritzker and the Illinois Department of Public Health released a new update on the Illinois mitigations plan. 

Back on November 20, 2020, all 11 regions in Illinois were moved into Tier 3 mitigations leaving many of our restaurant/bar doors closed temporarily, unless they offered pickup or delivery. Empty hotels, small gatherings and many other restrictions. 

With some of the regions now beginning to make progress, Governor Pritzker has announced that regions meeting specific COVID related metrics will be able to move out of Tier 3 restrictive tier mitigations. 

Here is a list of the our six counties in our serviece area and the current guidelines they must follow:

Bureau County, Grundy County, Livingston County, LaSalle County, and Putnam County are all in Tier 1 Mitigations.    

Mitigations Requirements: 

Bars and Restaurants

• All bars and restaurants close at 11PM and may reopen no earlier than 6AM the following day. 
• Indoor service limited to the lesser of 25 guests or 25% capacity per room 
• Establishments offering indoor service must serve food 
• Indoor service reservations limited to 2-hour maximum duration and maximum 4 persons per party (dinning only with members of the same household recommended)
• All bar and restaurant patrons should be seated at tables. 
• No ordering, seating, or congregating at bar (bar stools should be removed) 
• Tables should be 6 feet apart 
• No standing or congregating indoors or outdoors while waiting for a table or exiting 
• No dancing or standing indoors 
• Reservations required for each party 
• No seating of multiple parties at one table 
• Includes private clubs and country clubs 

Meetings, social events and gathering (including weddings, funerals, potlucks, etc)

• Limit to lesser of 25 guests or 25% or overall room capacity both indoors and outdoors 
• Applicable to professional, cultural and social group gatherings
• Not applicable to students participating in-person classroom learning, or sports 
• This does not reduce the overall facility capacity dictated by general Phase 4 business guidance such as office, personal care, retail, etc. 
• No party buses

Organized group recreational activities

• Sports should follow the mitigation measures set forth in the All Sport Guidelines, which outlines appropriate levels of practice and competition based on individual sport risk
• Face coverings must be worn all tines in fitness centers, including while engaged in induvial exercise regardless of person or machines spacing 
• Recreation, fitness centers and outdoor activities (not including in the above exposure settings) follow Phase 4 guidance 

Will County is in Tier 3 Mitigation

Mitigation Requirements: 

Bars and Restaurants

• Suspend indoor service
• Outdoor, delivery and takeout service continues under updated hours 
• No tables exceeding 6 people 

Cultural institutions

• Operations paused 

Gaming and casinos 

• Operations paused 

Hotels 

• Limited to registered 
• Fitness centers closed or operating on reservations model at 25% capacity 

Household gatherings 

• Limiting to household members is encouraged 

Indoor fitness classes 

• Operations paused 

Meetings, events and gathering (excluding in-person school or sports) 

• No gatherings in meetings rooms, banquet halls, party rooms, private clubs, etc. 
• Funerals limited to 10 family members of decedents 

Offices 

• Remote work encourages 

Organized group recreational activities (fitness centers, sports, etc.) 

• Indoor sports and recreation paused 
• Outdoor sports and recreation, individual training allowed 
• Groups limited to 10 people
